# public 인터페이스를 패키지 밖에서 구현할 수 없다

RedriveEstimator(public)의 반환 타입 RedriveEstimate 가 package-private 이다(EVD-308). DefaultMessagingAdminService 의 public 생성자가 그 인터페이스를 요구하므로, 외부 조립이 불가능하다.

## 최소 수정과 더 나은 방향
