Application-owned workloads, stateful dependencies, and independently runnable
operations live here. Keep environment-neutral manifests in each unit's `base`.
Ingress hosts, image rollout references, environment labels, storage classes,
retention, and Secret delivery differences belong in `overlays/<env>`.
