Contract:
- Reserves the prod-specific IaC root and state boundary.
- Reuses components or stacks from `../../../components` and `../../../stacks`.
- Must not define reusable infrastructure patterns that belong in components or stacks.
- This is a non-runnable placeholder. Add entry files only after selecting and
  recording the Terraform/OpenTofu-compatible engine.
