Contract:

Reserves the dev-specific IaC root and state boundary.
Reuses components or stacks from ../../../components and ../../../stacks.
Must not define reusable infrastructure patterns that belong in components or stacks.
This is a non-runnable placeholder. Add entry files only after selecting and recording the Terraform/OpenTofu-compatible engine.
